The strategic vision

A strategic proposal for the national space ecosystem.

Three phases take Moldova from its first steps towards an integrated aerospace ecosystem that is competitive at the international level.

01 / Roadmap

The 2026-2032+ roadmap

  1. Q1 2026 - 2028

    Launch

    • Project kickoff.
    • Local seed grants for hardware and IT companies.
    • Organization of the Moldova Space Summit.

Objective: attracting investors from Romania, Poland, and the Baltic states.

  2. 2028 - 2030

    Acceleration

    • Full establishment of the National Aerospace Center.
    • Demonstration research programs.
    • Official memoranda.

Objective: in-depth consultations with all stakeholders and with ESA.

  3. 2030 - 2032+

    Orbit

A fully integrated ecosystem, competitive at the international level.

The ultimate objective: Moldova becomes a full and official member of ESA.

02 / Investment logic

A lean space agency: initial budget of about €3M

The proposed allocation covers research, production, infrastructure, operations, and international affiliations.

€1.0MResearch and development grants for startups and local companies
€0.7MTUMnanosat 2.0 production and UAV systems
€0.6MLaboratory and prototyping infrastructure (clean rooms)
€0.5MOperations: a team of 6-10 experts in project management and legal matters
€0.2MInternational membership fees (ESA, UNOOSA)

Estimated return over 5-7 years

6xAgri-tech: crop yields +15%
5xSoftware and IT: export of high-value technology services
4xHardware: modernization of local industrial production lines
3xGovernance: reduced crisis-management costs

Estimated average multiplier: 4.5x over a horizon of 5-7 years.

The intangible value: keeping young engineers and researchers at home.

03 / Launch requirements

Four requirements for the start

  • Legal and regulatory framework

Adapting national legislation for aerospace operations.

  • Political commitment

A long-term strategy, backed by the government.

  • Funding model

Securing the initial budget from state and private investment.

  • Dedicated infrastructure

Spaces for laboratories and command centers.

The ecosystem is already pre-activated: strategic discussions have been initiated with CEIP Piemonte (Invest Moldova in Italy), Politecnico di Torino, and the ESA BIC incubator. In parallel, top industrial partnerships are being explored: Leonardo, Leaf Space, and Tyvak, alongside local manufacturers of drones and carbon fiber.

04 / The new paradigm

From an agrarian country to a regional technology hub

A definitive transformation of the national image: the transition from a country perceived as purely agrarian to a regional technology and aerospace hub.

Through integration into programs such as Horizon Europe and ESA-PECS, Moldova will not only protect its internal resources but will export innovation at the European level.

The ultimate objective: ESA 2032
